Personally I'm using mods that let me increase skills past 100 and level up to level 256, as well as get a perk every level. In their FAQ I suggest you look at the different methods of altering levelling up, as you ca imagine with two huge games in one you reach the level 50 cap quickly. They added in workbenches and stuff in a few areas so you can do the new NV things in DC. This means extra NV features like ADS, cooking, crafting, workshops, reloading benches and the companion wheel are added in. I think they intend to add FO3 faction relations at a later stage, it's still a beta at the moment and basically a complete port of FO3. I'm honestly not sure, I imagine they still do.
